The drama is set 97 years after a devastating nuclear war that all but wiped all life on Earth. The only known survivors are those who resided in the twelve space stations that were in Earth's orbit before to the conflict. The combined space stations created "The Ark," a massive station that houses 2,400 people. Due to a lack of funding, all offences, regardless of how serious or what kind they are, carry a death sentence ("floating"), unless the criminal is under the age of 18.After the Ark's life support systems are found to be dangerously malfunctioning, 100 adolescent detainees are labelled "expendable" and sent to Earth's surface in a last-ditch attempt to see if it is once again habitable.
