Synopsis
An assembly member candidate named Hae-woong gets eliminated from the race because Sun-tae, a prominent local figure, found him annoying. Due to defaulting on a campaign loan, he is being pursued by loan sharks and decides to get his hands dirty. He seeks the assistance of a local gang leader named Pil-do by stealing sensitive government data regarding an urban development plan and assuring him of a huge real estate windfall. Hae-woong now wants to exact revenge on Sun-tae by returning to the race. He has only just begun his tortuous political career, which he is unaware of.
