President Abraham Lincoln works to enact a historic constitutional amendment that would outlaw slavery in the United States permanently in 1865, as the American Civil War is inevitably coming to a close. It's a race against time, though, as peace could arrive at any moment and the returning southern states would veto the amendment before it can become law. Before peace comes and it's too late, Lincoln needs to use every trick in the book to win over a Congress that is refusing to cooperate.
